Except as provided for in Section 202.99, a person licensed or registered under this chapter who commits a violation of this chapter that is not a minor violation as described in the General Rules, or a person not licensed or registered under this chapter who is performing any activity regulated by this chapter, is guilty of a civil violation, punishable by a fine of not less than one thousand dollars ($1,000) per day for each day the violation occurs, except that a fine shall not exceed five thousand dollars ($5,000) in total per violation. A second or subsequent violation is punishable by a fine of not less than two thousand dollars ($2,000) per day for each day the violation occurs, except that a fine shall not exceed ten thousand dollars ($10,000) in total per violation.
