1244.01 PRELIMINARY INVESTIGATIONS.
   (a)   Prior to the preparation of a preliminary plat, the subdivider may meet informally with the City Planner to investigate the procedures and standards of the City with reference to these Subdivision Regulations and with the proposals of the Comprehensive Development Plan that affect the area in which the proposed subdivision is located.
   (b)   It is the responsibility of the subdivider to:
      (1)   Familiarize himself or herself with these Subdivision Regulations, the Zoning Code and engineering, specification and other ordinances or controls relative to the subdivision and improvement of land, so as to make himself or herself aware of the requirements of the City;
      (2)   Investigate the adequacy of existing schools and public open spaces, including parks and playgrounds, to serve the proposed subdivision;
      (3)   Review the open space development options of the Zoning Code to determine the feasibility of utilizing one of such options;
      (4)   Investigate the relationship of the proposed subdivision with respect to major thoroughfares and plans for future widening of thoroughfares;
      (5)   Investigate the standards for sewage disposal, water supply and drainage facilities of the City and the health standards of the County and the State; and
      (6)   Review the Subdivision Control Act and the requirements of those State and County agencies which are required by such Act to review and approve the plat.
