(a) The Director of Public Services shall supervise, direct and inspect the disposal of any refuse or waste being deposited upon any public or private property within the City, and the decision of the Director of Public Services shall be final upon the question of the nature of any such refuse or waste, as to the method of depositing the same and as to the extent to which the same may be deposited.
(b) The Director of Public Services is authorized and directed to establish, with the concurrence of the City Administrator, and to promulgate, rules and regulations contemplated by this chapter as to the manner, days and times for the collection of solid waste, or as otherwise required by the provisions of this chapter.
