(a) The City Engineer shall administer and enforce this chapter, and may furnish additional policy, criteria, and information including specifications and standards and/or establishment of a permitting program, for the proper implementation of the requirements of this chapter and may provide such information in the form of a stormwater management policies and procedures manual and/or Stormwater Management Program Standards.
(b) Representatives of the City Engineer shall have the right to enter upon any land for the purposes of making an inspection or acquiring information to determine whether or not the property conforms to the requirements of this chapter.
