1044.07 RESPONSIBILITY FOR DAMAGED METERS; COSTS.
   Any damage which a water meter may sustain resulting from carelessness of the owner, agent or tenant, or from neglect of him or her to properly secure and protect the meter, as well as any damage which may be wrought by frost, hot water or steam backing from a boiler, shall be paid by the owner of the property to the City on presentation of a bill therefor, which bill shall be based on time and materials and shall be collected as specified in Chapter 1046, for the collection of service charges.
