1044.02 INSTALLATION OF SERVICE CONNECTIONS AND METERS.
   An application for a water connection shall be made to the Water Department on forms prescribed and furnished by it. The Water Board may, by resolution, establish a minimum service connection size and meter size necessary for the service of water from the City water distribution system to each user thereof. The Department may refuse to authorize a larger service pipe than is reasonably required by the premises served. The Department may refuse to authorize a larger service pipe than is reasonably required by the premises served. Water connections and water meters shall be installed in accordance with rules and regulations of the Department and upon payment of the required connection fee and meter installation fee. All meters and water connections shall be the property of the City. Connection fees and meter installation charges shall be not less than the cost of materials, installation and overhead attributable to such installations. Council shall, from time to time, fix an amount for a meter installation charge, according to the size of the meter. The following regulations shall apply in the installation of water connections:
   (a)   The City shall install that part of the water connection from the water main to and including the curb cock and shut off box.
   (b)   The service pipe from the corporation cock on the water main to the building shall be the responsibility of the owner. The owner shall keep the stop box visible, in good repair and free from dirt, stones or other substances.
