All sidewalks hereafter laid in the City shall conform to the lines and grades specifically established by the City engineer and approved by Council, and must be laid according to the specifications established by Council. An application must be made to the Building Department for the grades and lines to be followed before the work is commenced. No variation from the specifications will be allowed, except by resolution of Council upon written application therefor, setting forth, in detail, the variation desired. Council, in its discretion, may permit or refuse to allow such variation.
