(a) No person shall engage in a temporary business of selling goods, wares or merchandise at retail in the City from any lot, premises, building, room or structure, including railroad cars, without first obtaining a license therefor. No such license shall be granted except upon certification of the Chief of Police, the City Treasurer and the Director of Inspections as prescribed in Chapter 802.

(b) The fee for such a license shall be as specified in the Business License Fee Schedule.
