After receipt and appropriate review of the application, and receipt of reports from all public officials to whom the application had been transmitted, the City Clerk shall schedule the application on the agenda of the City Council and shall give notice of such meeting date, time and place to properties within 300 feet of the proposed premises. After allowing the applicant and other interested persons to address the application at the meeting, the City Council shall consider and determine whether to issue or deny the license, or issue the license with conditions. The City Council may require that adequate security and/or insurance be provided as a condition of granting such license. Where conditions are imposed, such conditions shall be stated as part of the license issued. Where the license is denied, the minutes of the City Council shall reflect the reasons for denial.
