The Police Department shall cause an investigation to be made as to the character of the applicant and of the officers of the club, society or corporation and of the persons who are to have general management of the business. The application shall be rejected if the Police Department shall find any of the persons named in the application not of good moral character, or that any of such persons have previously been connected with any teen club where the license has been revoked or where any of the provisions of this chapter or other City ordinances with reference to teen clubs have been violated, or if the teen club seeking to be licensed does not conform in every way with the regulations, ordinances and rules applicable thereto.
