As used in this chapter, unless the context clearly indicates otherwise:
(a) "Taxicab" means a coach driven by mechanical power upon which a taximeter is affixed.
(b) "Taximeter" means a mechanical instrument or device by which the charge for hire on a public vehicle is mechanically calculated, either for distance driven or for waiting time, or both, upon which taximeter such charge shall be indicated by means of figures.
