852.04 INSPECTIONS PRIOR TO ISSUANCE OF LICENSES.
   Before any license required under this chapter is authorized by Council, the Chief of Police and the Fire Chief shall inspect the premises for which a license application has been made to determine that the premises are in compliance with the rules and regulations of the Fire Department and the Fire Code of the State, and with the rules and regulations of the County Department of Health and the Police Department relating to the safety, health, convenience and comfort of the public. They shall also determine that there is adequate ventilation and sufficient toilet conveniences for both men and women, including sanitary towels, that there is at least one sanitary drinking fountain, that the fire exits are marked and lighted and have free and unobstructed means of exit and that the premises are free of rubbish and inflammable material.
