A license shall be issued to the owner of a massage establishment if he or she agrees to comply with the rules and regulations set forth in this chapter and to employ as operators only those persons who are licensed under this chapter. The license shall be granted only after an inspection has been made by the Director of Inspections, and after the type, location, and sanitary condition of the premises and equipment have been approved.
