(a) Before the City Clerk issues any license for the practice of massage or for the operation of a massage parlor, the application shall be referred to the County Department of Health which shall examine the qualifications and fitness of the applicant. The Department shall, after examination, certify its approval or disapproval of the applicant. If it disapproves of the applicant, it shall state, in writing, its reasons therefor, and shall give a copy of such reasons for disapproval to the City Clerk and the applicant.
(b) Such examination shall be made in accordance with the rules adopted by the Department. The examination may include practical demonstrations and oral or written tests consistent with the practical and theoretical requirements of the occupation.
(c) If an owner of a massage parlor intends to personally attend patrons, he or she shall pass the examination for an operator as arranged by the Department.
