(a) Any person engaged in the practice of massage or owning or conducting any massage establishment shall obtain a license therefor. The annual license fees shall be as specified in the Business License Fee Schedule.
(b) Instructors in any school in which the practice of massage is taught shall obtain a license. The annual license fee shall be as specified in the Business License Fee Schedule.

(c) All license fees paid under this chapter shall be credited to the General Fund of the City.
