The applicant for a license required in this chapter shall file with the City Clerk a written application therefor, under oath, on a form prescribed and supplied by the City Clerk, and shall submit satisfactory proof of the required age, educational qualifications and good moral character, as provided in this chapter. If such applicant is qualified, he or she shall receive a certificate of approval from the City Clerk, a copy of which certificate shall be delivered to the City Clerk with the license application and the fee therefor.
