(a) The license year shall begin January 1 of each year and shall terminate at 12:00 midnight on December 31 of that year. An original license shall be issued for the balance of the license year at the full license fee.
(b) An applicant for a renewal license shall file with the City Clerk a written application upon forms provided by the Board of Investigators, signed and sworn to in the same manner required for an original application, together with two copies of the application and a fee as hereinafter prescribed. The application shall contain such information about the applicant's demeanor and about the conduct and operation of the licensed business during the preceding license period as is reasonably necessary to enable the Board to determine the applicant's eligibility for a renewal license.
