(a) An application for the use of City premises for the holding of a carnival by a recognized civic, fraternal, church or service organization shall be made to the City Clerk. Approval shall be granted only upon a majority concurrence by the members of Council.
(b) Such approval shall be subject to such requirements as are required by Council, including, but not limited to, the following:
(1) All equipment must comply with State safety regulations.
(2) All equipment must comply with local safety regulations.
(3) A one thousand dollar ($1,000) cash bond shall be posted to guarantee that the premises shall be returned to reasonably the same condition as when obtained.
(4) All sanitary facilities must comply with regulations of the County Health Department and shall be sanitized at least daily.
(5) All personnel handling foodstuff shall comply with State and City health regulations.
(6) Business shall cease at an hour not later than 12:00 midnight.
(7) All games of skill or chance shall be subject to the approval of the Chief of Police.
(8) All trash containers shall be provided with a cover which shall be securely in place at all times.
(9) All permits shall be revocable on a daily basis.
(10) The licensee shall be responsible for security in such number of personnel as is established by the Chief of Police. If security is provided by the City, the licensee shall reimburse the City for the expense of the same.
(11) Side shows shall be subject to regulations as established by resolution of Council.
