No carnival shall be operated in the City until the operator has first submitted a written security plan to the Chief of Police and such plan has been approved by the Chief of Police in writing. The operator shall be responsible for all security and for the implementation of such security plan in such a manner and in such number of personnel as is established in such plan. If security is provided by the City, the operator shall reimburse the City for the expenses of such security and shall post with the City Treasurer an amount of money estimated by the Chief of Police to provide security. Such deposit shall be made prior to the commencement of the carnival.
