820.04 APPROVAL OF PREMISES AND EQUIPMENT.
   Before any permit required under this chapter is authorized by Council, the Chief of Police and the Fire Chief shall inspect the premises for which a permit application has been made to determine that the premises are in compliance with the rules and regulations of the Fire Department and the Fire Code of the State, and with the rules and regulations of the County Department of Health and the Police Department relating to the safety, health, convenience and comfort of the public. The Building Department shall also inspect the premises and the equipment thereon to determine that the same comply with the laws of the State and the ordinances of the City. All charges for inspection shall be borne by the operator of a carnival.
