If a renewal of a franchise is denied, or if such franchise is revoked or otherwise terminated, the City may exercise an option to purchase the cable television system. The purchase price to be paid shall be the fair market value of the system, as defined by the Cable Act, which shall be determined as of the date of the expiration, termination or revocation of the franchise.
