(a) The City shall have the right to inspect, at any time during normal business hours, all records, maps, blueprints, service complaint logs, performance test results and other like materials of the grantee, as necessary to enforce the provisions of the franchise.
(b) The refusal of the grantee to file any of the records or reports required under this section shall be deemed a material breach of the franchise and shall subject the grantee to all penalties and remedies, legal or equitable, which are available under the franchise or this chapter.
(c) Any materially false or misleading statement or representation knowingly made by the grantee in any report required under the franchise may be deemed a material breach of the franchise, and may subject the grantee to all penalties and remedies, legal or equitable, which are available.
