(a) Any person desiring an initial franchise for a cable television system shall file an application with the City, with reasonable contents for the application to be determined by the City and the grantee. Within sixty days after receipt from the City of a written itemization, the grantee shall reimburse the City for its reasonable costs, not to exceed twenty-five thousand dollars ($25,000), incurred in connection with the granting of the franchise.
(b) A public hearing shall be set prior to any initial franchise grant at a time and date approved by Council. Council shall make a decision as to whether or not the franchise should be granted, and, if granted, as to what conditions it should be subject to. Council may grant one or more franchises, or may decline to grant any franchise.
(c) Franchise renewals shall be in accordance with applicable Federal and State law, if any.
