Any franchise and all rights granted pursuant to this chapter are nonexclusive. It shall be unlawful for any person to construct, install or operate a cable television system, to provide other telecommunication services allowed by law in the City or to offer cable television service without a properly granted franchise awarded pursuant to the provisions of this chapter, unless the requirement for such a franchise has been pre-empted by applicable State or Federal law.
