A franchise granted by the City under the provisions of this chapter shall encompass the following purposes: the right to erect, construct, install, operate and maintain a cable television system in, over, under, along and across the public streets and rights of ways in the City and the right to provide cable television services and other telecommunication services allowed by law within the City.
