If any premises becomes a health hazard or cause the presence of vermin due to the excessive accumulation of trash, debris or other materials, the Director of Inspections, either on his or her own inspection or upon the direction of the Board of Health, shall direct methods for cleanup. No occupant, or owner of the premises if the same are unoccupied, shall fail to clean up as directed by the Director within the time limited for such cleanup.
