No person shall leave outside of any building or dwelling, or in a place accessible to children, any abandoned, unattended or discarded ice box, refrigerator or other container of any kind which has an airtight door or lock which cannot be released for opening from the inside of such ice box, refrigerator or container, without first removing the snap-lock or door from such ice box, refrigerator or container.
