There shall be established when Council deems the same necessary and it has means to do so a public dog pound in and for the City. Pending such establishment, adequate provision shall be made for substitute facilities. All expenses incurred in the erection, care, maintenance and operation of the dog pound shall be paid from the General Fund of the City.
