610.04 DOGS RUNNING AT LARGE; REMOVAL OF TAGS.

No person owning, possessing or harboring any dog four months old or older shall permit the same to run at large in the City. No person shall remove the collar or check from any dog without the consent of the owner or the party to whom the license is issued.
