As used in this chapter:
(a) "Kennel" means any establishment wherein or whereon three or more domestic animals are kept for the purposes of breeding, sale, sporting, boarding or training. However, any person owning, possessing, harboring or boarding three or more domestic animals of four months of age or older, with or without remuneration, shall be considered as maintaining a kennel for purposes of this chapter.
(b) "Livestock" means horses, stallions, colts, geldings, mares, sheep, rams, lambs, bulls, bullocks, steers, heifers, cows, calves, mules, jacks, jennetts, burros, goats, kids and swine.
(c) "Owner," when applied to the proprietorship of a domestic animal, includes every person having a right of property in such domestic animal, every person who keeps or harbors such domestic animal or has it in his or her care, and every person who permits such domestic animal to remain on or about any premises occupied by him or her.
(d) "Police officer" means any person employed or elected by the people of the City whose duty it is to preserve peace, to make arrests or to enforce the laws and ordinances of the City.
(e) "Poultry" includes all domestic fowl.
