606.09 EXCEPTIONS TO CHAPTER.
   This chapter shall not be deemed to apply to the distribution of mail by the United States or to newspapers.

606.10 SUBVERSIVE OR OFFENSIVE HANDBILLS PROHIBITED.
   No person shall post, hand out, distribute or transmit any commercial or noncommercial handbill which:
   (a)   May reasonably tend to incite riot or other public disorder, advocates disloyalty to or the overthrow of the government of the United States or of this State by means of any artifice, scheme or violence, urges any unlawful conduct or encourages or tends to encourage a breach of the public peace or good order of the community; or
   (b)   Is offensive to public morals or decency, or contains blasphemous, obscene, libelous or scurrilous language.

606.11 APPLICATION OF CHAPTER.
   This chapter shall not be deemed to repeal, amend or modify any ordinance ever ordained, either prohibiting, regulating or licensing canvassers, hawkers, peddlers, transient merchants or persons using the public streets or places for any private business or enterprise or for commercial sales not covered in this chapter.
