There shall be made available through the Traffic and Safety Division of the Police Department, a special permit sticker to be utilized in the case of extreme hardship to provide an exemption from the parking restrictions of Section 468.01.
Such special permit sticker shall be issued pursuant to guidelines established by the Division. Such sticker is nontransferable and must be affixed to the appropriate motor vehicle in conformity with Police Department guidelines.
