The owner of a motor vehicle who operates or permits the operation of a motor vehicle upon the highways of this City, or the operator of the motor vehicle, shall produce, pursuant to Section 460.03 and upon the request of a police officer, evidence that the motor vehicle is insured under Chapter 31 of Act 218 of the Public Acts of 1956, as amended, being Sections 500.3101 to 500.3179 of the Michigan Compiled Laws. An owner or operator of a motor vehicle who fails to produce evidence under this section when requested to produce that evidence is responsible for a civil infraction.
