460.01 OPERATION OF MOTOR VEHICLE OR MOTORCYCLE WITHOUT INSURANCE.
   (a)   The owner or registrant of a motor vehicle or motorcycle, with respect to which financial security is required, who operates a motor vehicle or motorcycle, or permits such motor vehicle or motorcycle to be operated by another, upon a public highway in the City, without having in full force and effect financial security complying with the requirements of Chapter 31 of Act 218 of the Public Acts of 1956, as amended, being Sections 500.3101 to 500.3179 of the Michigan Compiled Laws, shall be guilty of a misdemeanor.
   (b)   A person who operates a motor vehicle or motorcycle upon a public highway in the City with knowledge that the owner or registrant does not have in full force and effect the financial security required by State law shall be guilty of a misdemeanor.
