Every person who sells or transfers ownership of any bicycle registered as provided in this chapter shall report such sale or transfer to the Police Department, together with the name and address of the person to whom such bicycle was sold or transferred, within seven days from the date of such sale or transfer. The purchaser or transferee of such bicycle, provided that such bicycle is to be used in the City, shall register his or her ownership thereof, as provided in this chapter, within seven days after such sale or transfer.
