418.03 REGISTRATION BY POLICE DEPARTMENT.

The Police Department is hereby directed to register the ownership of bicycles, which registration, when made, shall allow the use of the same, after securing a registration card and license as provided in this chapter, upon the streets, alleys and public highways in the City.
