Council, in conducting any public hearing provided for in Section 414.06, shall fix a reasonable time for such hearing and shall give due notice to the parties concerned, including all owners of record of the landing site. Such notice shall be delivered personally or- by mail addressed to the respective owners within 500 feet of the site at the addresses given on the last assessment roll. At the hearing, any party may appear in person or by agent.
