294.05 POWERS AND DUTIES.
   The powers and duties of the Youth Commission shall be exercised and performed as herein provided in accordance with the general laws of the State, the Charter and these Codified Ordinances. The Commission shall:
   (a)   Establish policies and general procedures for the purpose of considering the needs of the youth of the City and appraising conditions and influences affecting such youth;
   (b)   Collaborate in the evaluation of the adequacy of existing services of public and private agencies which are actively engaged in promoting the development, education and general welfare of the youth in the City;
   (c)   Advise the Mayor regarding its findings;
   (d)   Recommend action to the Mayor in the best interest of such youth;
   (e)   Provide information to the community regarding its aims, functions and findings;
   (f)   Take affirmative action to promote the welfare of such youth by initiating, participating in and/or supervising youth activities and projects; assist the youth of the City in finding part-time employment; and take other positive action as may be necessary to encourage useful and healthful activities and diversions for the youth of the City;
   (g)   Cooperate and assist the Police Department, the 28th District Court, various parent-teacher organizations, the respective school boards of the City, the Parks and Recreation Department, law enforcement agencies and various civic clubs and associations, both public and private, in their efforts to reduce and combat juvenile delinquency;
   (h)   When requested by the Mayor, perform any other services deemed advisable for the promotion of the interests of youth; and
   (i)   Have other powers as are herein prescribed, or as may be necessary for the proper discharge of its duties as outlined in this section.
