292.03 BYLAWS, RULES AND REGULATIONS; ORGANIZATION.
   The Water Board is hereby authorized and required to adopt bylaws, rules and regulations for the functioning of the Board and for the control and management of the Water Department insofar as the same are not in conflict with the City Charter or the ordinances of the City. It shall annually, on the first meeting in May, elect one of its members to serve as Chairperson and one to serve in each of such other offices as it deems necessary. All rules and regulations shall be submitted to the Mayor for his or her approval prior to the effective date thereof.
