The Cultural, Arts and Special Events Commission shall organize by electing a Chairperson and such other officers as it may deem necessary, immediately upon appointment of the Commission first following the adoption of this chapter (Ordinance 76, passed January 17, 1964) and during its first meeting in May of each odd-numbered year thereafter. It shall adopt such bylaws, rules and regulations for its operation as it may from time to time determine necessary, provided that all such rules and regulations, before taking effect, shall first have the concurrence and approval of the Mayor. The Commission shall meet in formal sessions at least once each two months.
