The Chief of Police shall not leave the City without notifying the Mayor or the City Administrator, except in cases of necessity arising from an emergency. In the case of the absence from the City of the Chief, or in the case of his or her disability or inability from any cause to act as Chief, the Mayor shall designate and appoint some other member of the Police Department to act as Chief during such absence, disability or inability.
