In addition to the other duties and powers impressed upon the Mayor, he or she, under the terms of M.C.L.A. 551.7, as amended, is hereby authorized to solemnize marriages, and in so doing he or she shall:
(a) Charge and collect a fee of twenty-five dollars ($25.00) for the solemnization of each such marriage;
(b) Keep proper records and make returns as required by M.C.L.A. 551.104, as amended; and
(c) Pay to the City Treasurer for deposit into the General Fund of the City at the end of each month the fees so charged and collected for the solemnization of marriages.
