No person shall mail or distribute more than 100 individual pieces of mail using City postage, supplies, employees or time to any persons, residences or businesses for any purpose whatsoever, except as required by statutes, as required by the City Charter, as required by ordinance or in the normal course of City business, within sixty days of any primary or general City election, without special approval of Council.
