All violations of the Charter or of any ordinances shall be punishable, unless otherwise herein provided, by a fine not to exceed five hundred dollars ($500.00) or by imprisonment for a period not to exceed ninety days, or both fine and imprisonment, in the discretion of the court, except that if the authority of this court is extended to levy a higher fine or impose a greater sentence, the court, in its discretion, may do so to the extent it is lawfully permitted under such statute or ordinance.
