All civil and criminal causes pending, and all rights and liabilities existing, acquired or incurred, at the time this Charter takes effect, and all suits and prosecutions for the recovery or enforcing of fines, penalties and forfeitures imposed by the ordinances of the Township to punish offenders for the violation of said Charter and ordinances as therein prescribed and directed, that are pending before either of said Justices of the Peace when the Charter takes effect, are hereby saved, and such proceedings shall be consummated in the Municipal Court of the City of Southgate. It is the intention that this Charter shall not be construed to alter, effect or abate any pending prosecution, and all prosecutions instituted after the effective date of this Charter for offenses committed prior to the effective date of this Charter, may be continued or instituted in said Court.
