The Council shall furnish and continue suitable places for Municipal courtrooms and shall provide for all necessary expenses in connection with the establishment and maintenance of the Municipal Court of said City. It may regulate the hours of Court and make other necessary and proper rules and regulations for the conduct of the business of the Court which are not inconsistent with the Charter or statute.
Each of the Municipal Judges shall file with the Council promptly after the end of the year an annual report of the Court in such detail as the Council shall prescribe.
