The Council may by ordinance require abutting property owners to remove snow, ice, filth and other obstruction from the sidewalks adjacent to their respective properties and in the event of the failure of any person to do so, such ordinance may provide that the City may perform such work and charge the cost thereof to such property owner and to assess him and his property therefor as in this Charter provided.
