Sec. 186 Submission of referendum by Council.

The Council may, of its own motion, submit to a referendum for adoption or rejection by the electors of the City, any proposed ordinance or measure or a proposal for the repeal of the amendment of any ordinance, in the same manner and with the same force and effect as provided in this article for submission on petition.
