The Council shall, on or before thirty days prior to the commencement of the next fiscal year, adopt a budget for the ensuing fiscal year and shall, by resolution, designate the sums to be raised by taxation for the general purposes of the City and for the payment of its indebtedness; provided, however, that failure to act within the time herein set forth shall not invalidate any tax levy.
