Except as otherwise specifically provided in this Charter, no elective officer shall hold any office except that to which he was elected, or perform any services for the City, the compensation for which is paid out of City funds; nor shall any member of the Council be elected or appointed to any office created, or the compensation of which was increased, by the Council while he was a member thereof, until the expiration of one year from the date when he ceased to be a member of the Council.
